The construction project manager’s role was to coordinate and control a highly constrained project environment, including:
coordinating regulatory, environmental and stakeholder approvals,
sequencing all construction works around live airport operations,
managing complex interfaces with rail, gas and utility infrastructure,
and ensuring safe, on-time early morning handback of the runway after night works.
Without active, experienced construction project management, a project of this complexity would carry significant risk of delay, cost escalation, or operational disruption.

The Southampton Airport runway extension project
The project involved a 164-metre starter extension, increasing the runway length from 1,723m to 1,887m.
While the extension may appear modest in length, its impact is significant.
The additional take-off distance allows aircraft such as the Airbus A320 to operate from Southampton fully laden with passengers and fuel, removing payload restrictions and expanding the airport’s viable route network.
This improvement supports the airport’s long-term commercial viability and its ambition to serve passengers living to the south and west of London.
Construction works were completed during Spring and Summer 2023.
All works were carried out at night, with no impact on daily airport operations. VolkerFitzpatrick delivered the construction works as part of the AGS Airports framework.
Why early construction project management was critical: pre-construction risk
While construction itself presented technical challenges, the most significant risks on this project were managed during the pre-construction phase.
From a construction project management perspective, these included:
an extensive public consultation process addressing environmental and noise concerns,
a detailed planning journey involving appeal and judicial review,
pandemic-related disruption affecting both aviation and regulatory timelines,
and enabling works constrained by surrounding infrastructure.
Before construction could begin, the project required relocation of a pressurised foul rising main.
Immediately adjacent to the works were both a high-pressure arterial gas pipeline and a busy rail yard, creating significant interface risk.
Mike was involved in the project for three and a half years before construction commenced, integrating these constraints into a safe, deliverable programme.
Managing live airport operations
A defining feature of this project was the requirement to build within a live, safety-critical environment.
All construction works were undertaken at night, followed by early morning runway handbacks to the airport’s operational team. Each handback required detailed inspection, verification and formal sign-off to ensure the runway could reopen safely for the first scheduled departure.
In total, the team successfully managed nearly 100 early morning handbacks, with zero safety incidents and no operational disruption.
This level of coordination is only achievable through rigorous construction project management, disciplined processes, and close collaboration between the client, contractor and operational stakeholders.

no reportable safety incidents or accidents,
uninterrupted daily airport operations throughout construction,
and proactive hazard observation and near-miss reporting embedded across the site team.

Community engagement and stakeholder management
Community and stakeholder engagement formed a critical part of the project.
The site team volunteered at local organisations including Youth Options Outdoor Learning Centre and Norwood Primary School in Eastleigh.
In addition, a dedicated Community Engagement App allowed local residents to access site updates, images and progress reports, and to raise questions or concerns directly with the site management team.
This direct communication channel enabled rapid response to issues and avoided escalation, helping to maintain trust with the local community throughout the project.
